Modelled the front of KITT in 3DS Max.
Rendered using Vray with HDRI Map.
Stylised and cleaned up in Adobe Photoshop.
Lights created in Adobe After effects using a combination of shapes, textures and blends.

Here's a quick breakdown of how I achieved the final look:
Firstly, modelled the front end of a KITT style car using reference, set up HDRI in max and rendered in VRay
Took the raw image into photoshop and adjust curves to give a strong contrast, added in headlights and faked depth of field.
Using After effects I then created and animated lights using a mixture of shapes, textures and blur effects.
Comped together with the render using masks and added reflections and subtle lens flare to create the final image.
